No, not always. Often when the censorship is removed you can see just how TERRIBLE the artist is at doing genitals. Gaping horror holes from someone who has obviously never seen a real one. Like what was it recently... oh, right, Sisters. Green veined dicks and gaping sponge-lined caverns. It was better censored.

"If it's gonna be censored, why bother making it look good?" <--- most Japanese H-game devs, probably.

I mean, it seems pretty logical to me. If I understand correctly, Japanese H-game devs can face up to a few years prison time and up to a few million in fines for not following censorship laws. Japan doesn't fuck around even if they do like to fuck.

Is it weird to (arguably) be the main global manufacturer of porn fetishes and wildly unhinged H-content, but still require all genitals to be censored, pixelated, or blacked out? Sure, I won't argue that... but no point in blaming the artists themselves when the laws are so strict.

Always cracks me up that no matter where you go on the planet, no matter how advanced a society, there will always be some weird little prudish mentalities that refuse to go away. And yeah, sex and nudity usually seems to be the top of that list.

Like we're no better in the US. Not by a long shot, lol. We love war, explosions, gore, ultraviolence in general including people practically getting the Unreal Tournament gib treatment but with hyper-realistic special effects to really soak the audience in that raw, bloody experience of death ("ain't it badass, Jethro?!? his whole head blew off!!"). Those movies get a PG-13 rating, perfectly appropriate for a 13 year old kid to watch unsupervised...

...unless you put a softcore sex scene of the hero and his wife celebrating in bed for 12 seconds after the bad guy head-explosion bonanza-rama where she shows her nipples. Now it's a rated R movie that's inappropriate for kids. The nipples, man. The brains splattering off the main character's face and him licking his enemy's blood from his hands was one thing, but those uncovered nipples were OVER THE LINE!!

The thing that gives us life: "Is that a naked butt? Yuck, disgusting, turn that filth off"
The thing that takes life away: "Wow! His guts fell out! Turn the volume up, I can't hear his agonal breathing"

We are so strange lol

Fun fact: Did you know that while "obscene" materials are illegal in Japan, uncensored genitalia technically isn't?

Censorship in Japan (with regards to porn and such) is actually industry-regulated (not state-regulated). Meaning it is NOT ILLEGAL TO SHOW THE PENIS AND VAGINA IN OUR FUNNY SEX GAMES BECAUSE THERE IS NO CENSORSHIP LAWS; THE PORN INDUSTRY JUST CENSORS THEMSELVES FOR THE GREATER MORAL GOOD OF ALL.

The reason for this is because censorship is not allowed in the Japanese constitution drafted after WWII (freedom of expression). However, Article 175 of the Penal Code (yes, that very same one that you're quoting aka waisetsu/obscenity laws) managed to survive.

So, they're in some sort of weird limbo: on hand, you have Chapter III Article 21 of the constitution guaranteeing:
Freedom of assembly and association as well as speech, press and all other forms of expression are guaranteed. No censorship shall be maintained, nor shall the secrecy of any means of communication be violated.

But then, you still have remnants of the old penal code remaining in effect; it's effectively a paradox. The reason for this quirky state is allegedly because GHQ, led by General MacArthur during US-occupied Japan, left it there on purpose because they didn't trust Japan not to fall into sexual deviancy without this law.

So, yeah. You can technically blame MacArthur as to why you can't see Nagisa's privates on a game called Nagisa's Private.

Also, someone might be asking why the hell there are so many porn games if "obscene" materials are illegal in Japan. That's simply because everybody still has a hard time deciding what "obscene" actually is according to Japanese law. There's actually quite a lot on this topic. I'd recommend anyone interested to read the chapter excerpt for
