This is a steam game. Post-apocalyptic/City Builder genre I think.
Similar to Frostpunk/Surviving the Aftermath
It even came out around the same time as those games I think.
The disinguishing thing I remember was the steam acheivements. The game had factions and the achievements all showed a portrait of various faction leaders and later introduced a DLC that threw raiders into the mix.
This sound familiar to anyone? Been driving me nuts for days.
