Mod Open source moderation software development

I want to create a good open source moderation software that the community can push onto online only game studios because their moderation systems are somehow getting worse and and not fixing any problems while more normal and casual players are at risk of getting banned while the actual toxic people abuse the system.

So where do I start? and is there anyone willing to help with information or otherwise.
