Seeking Open world management games?

I've played HHS+, Ashford Academy, Free Cities, and Lab Rats 2, and I'm looking for more games like them.
Specifically I want to manage a place, not a person, so less "Slave Maker" and more "Sim City" or "Tycoon". I especially love "policy" options to customize your domain.
Any suggestions?

Ah yeah I played that one too. I thought it was good, but not quite as engaging as HHS+ or Free Cities. Thanks for the suggestion tho.

Have you tried Take Over. Not really Sim City like where you are building a city but corrupting women in key positions around a city so you can take it over. It does require quite a bit of resource management once you start taking things over to avoid drawing the attention of the authorities.
