I put the taskbar to auto-hide and then I could grab the borders of the game, I also disabled full screen optimisation in the properties under compatibility of the .exe, also I am running win 11 if that helps as info

Doesnt changing the compatibility settings only do something if you actually use the compatibility mode? Comparability mode only had windows 8 and earlier so I doubt it would run like that (it froze on launch when I set it to windows 8)
What link did you use to download? I used gofile and I can get the game to load but I cant actually play anything cause its not properly going into full screen so I cant select any options that are supposed to be on the bottom. If I go to settings I get soft locked on that screen.
The only things I can find that match your case is an old PC. Apparently the godot engine doesnt like windows too much in general, so it could be your hardware/ drivers are too old so see if your drivers need to be updated. Unless you played an earlier version such as the previous 1.18 and it worked fine.
In that case it would be some change made in the newest version (such as us having problems getting full screen to work right and therefor making the game unplayable without additional modification to stuff
