How does Patreon deal with voyeurism content? Their guidelines don't mention it specifically, but it could be included depending on interpretation. For example player secretly watching someone having sex or sleeping naked? I am confused about the nuances and where the line is. Is the line in terms of consent an active participation in the sexual act, example touching or sex(obv.)? How about player or character masturbating to stolen laundry or additionally getting caught and having negative consequences?

Consent must be stated not implied. Anything short of that and its up for the ban. That stolen laundry needs a cheeky grin, wink and letter saying its ok.
But does the consent need to be stated in every single scene or you can build a consent through narrative, example "Feel free to cum on my panties whenever you want *wink, smile"

Dont know, ask one of the devs on here who uses patreon, I can only go off of the massive changes games underwent when the guidelines/purge came through patreon.
Even games where the player is the MC, making the choices, wasn't considered consent unless the choice was 'yes I want'. Ended up with a very strange changes to games where the 'no' option became another version of a yes answer.
