There are several ways:
  1. You draw them with paint (no joke, it is fairly good for pixel art) or other software such as Photoshop.
  2. You search for royalty free stock photos (Good for realistic backgrounds).
  3. Pay or work with an artist to get pictures.
  4. Render them with software such as DAZ3D or Blender.
  5. Screenshot games with a good character creator, like Honey Select.

If you are interested in the "Game Developer" tag, simply contact a moderator to request one, it is fairly easy and quick.

They are rendered with DAZ3D whereas some are screenshots taken from Honey Select.

I'm trying to get pictures to use for the people and I was trying to figure out where or what software they use to make them.
Draw them with your hands, or use DAZ3D to make 3d models. Or you can do QSP game, these guys just taking porn videos and photos and combining it into game

I have Daz 3d now but I'm just trying to figure out how to use it now.
We have a section for tutorials here. I haven't gone through it yet, but I'm sure you can find plenty of information to help you get started with Daz there. Searching for Daz tutorials on Youtube is also a good general place to learn.

Daz has it's own tutorials for the beginners, it's down right on the screen if I remember correctly

DAZ3D, Poser, Honey Select, Paint, Photoshop, Maya, plus loads more.

DAZ comes with a bunch of tutorials whe you first download it which should get you started. Plus there's a bunch more for free on their site. You have to buy the more advanced tutorials, but youtube has a better explanation and step by step guides if you don't know what you are doing.
