If your problem is funding, and your current workload is based around animation, why dont you ignore npc height? make every male have the same height, steamroll the process (well, its development so there is no steamrolling, but you get the point). Then once a few months have gone by and the game reaches new heights due to the introduction of intercourse and whatnot,take a month off of events again to reintroduce heights. I dont know how well you have planned the game , and the way you set up your engine, so i dont actually know if its feasible or not. However i just feel like the tweeking that heights require when making procedural events are too complicated for an unsafe budget.
However if funding is not a huge, oh my god i dont have pasta in my drawer , problem , then focusing on tech ( if you know what you will need in the future, thats the hardest part) is the correct decision. It is also the only way to make your vision possible, since you seem to want pizza hot to be almost endless. One off story content wont help on the road, and doing as most indie games do, to manually do events in hope of quickly completing the game wont serve well, both in the game size, and time of development.
