A long time ago I played a game that could remind you of Milfy City, or different games (in the same neighbourhood).

but this game CPS was also involved (i think) or it was the school and police, trying to control the protagonist and his family members in the home. They eventually moved to a different location or country.

I know this is not much to go by and i thank you in advance for looking.

First game that came to mind "Sisterly Lust" . Morality police got involved and they fled to a country where incest was legal. My confidence on it being correct tho is low like 15% max
