I am starting a new visual novel game where the MC is a high school senior student in a small town. I want all the choices in the scenario and development of the game to be community driven, what would be the best way to go about it?

if you could give more than that, i'd have an idea what setting sounds better as both settings aren't really special in themselves nor would i say i have a preference. it does sound like u want the world to be near water so what significance is it to your game?
