The engine is made by russian guy. As some kind of RAGS clone.

why all qsp games are russian?

It was made by the Russians circa late 2000's.
It does not take much knowledge of programming languages, just a tit-bit of HTML and a good read of the documentation (its in Russian), which makes it user-friendly and very easy to use.

All in all, as it doesn't take that much effort to create a working game, people will use it. I guess that Russian guys tend to put out more of their work.
