Question About Game Tags and Content

Looking for clarification about the rules for which tags are given for a game.

Are tags applied only for sex acts which are actually depicted? Two hypotheticals:

(1) A character in the game was raped prior to game's storyline beginning. This rape is discussed at length among the characters, but it never shown. Rape tag?

(2) In addition to the discussion, the game shows a flashback closeup image of the victim's face during the rape. The act of the rape is implied through context but not shown. Rape tag?

Be aware that this is just my opinion and some uploaders might agree/disagree:
1.I believe just mentioning stuff isn't enough for tags, that's just backstory and not sexual acts.
2.if the scene is being reenacted then probably yes.

In the second case, even if you don't see penis entering vagina but you have text describing what is "happening" then it would be enough for the rape tag since we have rape taking place and being depicted regardless of camera angles.
