do all updated games end up the latest updates?

Games have to be manually published to show up in the latest updates and that process only happens every 2 weeks.

So devs that are updating faster than 2 weeks, or devs that forget to request for publishing from an uploader might not be promoted in the latest updates, but in general all other cases do show up there.
