Request Real Time OCR Screen Tool like Phone Based Google Translate Camera App?

I've been looking around for a while at this point for something that could accomplish this for me, but everything I've encountered seems to be problematic in some area.

To be clear, what I'm curious about is if someone knows of free tool that overlays a translation over part of your screen like the Google Translate Camera function does. Something that functions in real time for games that have problematic text translations owing to strange coding decisions. Not something that reads and outputs text in a log, but overlays it over wherever you have it scanning for text to translate.

Does anyone have any advice for a program that can accomplish this?

That's right. You don't need to use it on an emulator. You can do it with the 3rd party software I shared, I use it but it requires an internet connection.
