You get hold of a piece of software that lets you tune in on other peoples stuff but only when they are online.
I think there was a subplots with corruption at city hall, an old friend at from newspaper
Oh it might not be the same game but I've a weird feeling the MC was mute have been some golden orator previously ... (I may be conflating a different game there)
