Hmmm, to be honest, it looks like a composite of two renders with two different hairs. The textures' settings are different between the flowing hair and the upper part. Probably an updo hair scaled up with morphs, and a flowing hair, then photoshoped. I could be wrong, but yeah, I bet it is a composite.
