Thinking about the town map in this game...
Honestly, I think I'd prefer it if there were like 1/10th the number of people on the map, but their vision was much better.
As is you can walk completely naked like 5m away from a group of people and they won't even begin to see you, but you also have to, because the streets are that crowded that there's no other way to play?
For a more authentic 'stealth game' vibe, I'd like it if each section of the map had like one or two people roaming around, but their line-of-sight went out to fairly realistic distances so the solution was to actually avoid being visible in the direction that they're looking.
Like, hide behind a vending machine. Crawl behind obstacles. Hide behind a bush.
In this (and in Seleka) NPCs are so omnipresent that if you try to hide from one NPC, another will just end up walking up behind you.
The actual way to avoid being seen just seems to be to sprint everywhere right out in the open because everybody is so near-sighted that they won't start seeing you until you're close enough to spit on, and it'll take them so long to realize what they're looking at that you can be out of their sight-range before they do anything.
The mall also has loads of little places to hide with all the shop-partitions and the stairs and the elevator and the staff-only back-rooms, but everywhere but the backrooms is flooded with gormless npcs at all times so you can't really use the hiding spots.
I suppose logically this sort of play makes more sense happening 'in the middle of the night' where there'd be less people.
The supermarket being deserted at 3am would make sense (assuming it's one of those 24h stores)
Have the store clerk be mopping floors and maybe one other customer slowly browsing the shelves and then give the player-character the run of the rest of the store.
That would incentivize more play like "leave your clothes at one end of the store and run to the other." or "Pose naked in front of the security camera with only a mask to hide your identity."
Knowing that you only have to dodge one or two people with much more predictable routes.
