Identify rpg about corruptting superheroes

hello!
looking for a game I played a few years ago. It's a RPG (not RPGM) where you play as the scientist for an evil organization, and try to corrupt the 2 heroines+ their government agent.
the game has turn based combat where you control the mooks and monsters of the organization, and it has some resource management elements to develop new tools

Okay I thought Lab Rats or the Corporation but they don't do combat needs a bigger brain than mine

I think it's not on the site because it has a single randoseru scene and that's a big no-no. Reason why it got scrubbed off Steam too, to Kagura's detriment. Links are easily found with a simple web search.
