RPG Maker MV unable to launch program (error : locale_file_path.empty)

Hello, I am looking for help because for 2 days it has been impossible to restart RPG Maker MV, the program starts normally but when it is supposed to open the project window for me (even without a project manager) nothing is happening errors, no window, nothing, it's as if I hadn't opened anything. I would like to point out that I have been using it for a long time and even 3 days ago everything was working fine, by searching a bit on my PC (Windows 10 Home) in the RPG Maker MV installation folder I found the Debug text doc with for error:

I tried several manipulations found on English sites but nothing works (ps I'm French, I'm not good in English I mainly use Googletrad) Could someone help me I would like to point out that this is software that I purchased before it was on Steam and I tried to install it through Steam via my Activation Key and the installation went well but still the same problem.

Someone on the interweb had a similar problem that you have been facing.

You must be registered to see the links

download the attached opengl file and put it in your MV folder. It may help to fix your problem.
