rpg maker vx ace resize window

Is there anyway to resize windows for rpg maker vx ace games without putting the game in full screen. I would like to be able to quickly toggle off the game while still being able to see what game i am playing.

Can't remember where I got it from, but I use something called Window Watcher for that. Basically a resizable PIP.
