Not a fetish, rather a thematic preference. Games that:

1. Allow specialization of the MC in water magic (doesn't have to be 100% exclusive, but should be something you can invest points into or gear for).

or

2. Have other PCs that are water mages or water elementals or somesuch.

Can be ero or non-ero. Examples for 1. include Age of Wonders, Pathfinder:Kingmaker, and World of Warcraft (yes, frost is fine too).

I'm making a list of games I know of, hopefully there's more.

Divinity: Original Sin (I'll have to look into the sequel)
Age of Wonders series
Pathfinder: Kingmaker
World of Warcraft
Thea 2: The Shattering, kinda
Tales of Maj'Eyal
Guild Wars 2, or so I read
Star Knightess Aura
Heroes of Might & Magic series
Terraria
A Valley Without Wind series
Torchlight 2
Diablo 2
Dominions series
TES: Skyrim

Damn thats a pretty specific preference.
What comes to mind are classic HoMM tittles that have both water elementals and water magic. Probably some old RPGs and dungeon crawlers allow you to spec into water magic, roguelikes like Tales of Maj'Eyal where you can even dive underwater with proper gear.
Also Noita, fun little game that allows you to toy with pixel physics. You can for eg. find spells that create large pools of water on a whim or that modify your projectiles so that they leave water trail, its quite random unless you install mods that allow you to pre-select your "specialization"

Wizard Climber I guess has water mage builds.
You can try searching for other games with magic or fantasy.
Maybe magic academy or trainer style games with magic.

Thanks, but I am looking for games that allow you to specialize in a way that sets the player character(s) apart from other players/character builds. I have ToME and sadly there's no dedicated water class although there is an unlockable frost/ice skill tree iirc. I'm making a list of games I know of, hopefully there's more.

Kinda wanted to suggest Thea 2 too but in the end didnt because it doesn't really have that much water magic in it.

Anyway i got another suggestion, how it escaped my mind at first is beyond me as it is one of my favorite game series.
"Dominions" series or Dominions 5 to be more specific, the amount of stuff you can do there is simply astonishing. The game is quite complex mind you and not easy to get into, and most of fun comes from multiplayer, but once you get into it oh boy its really fun.
Thousands of items, enchantments, magic paths and spell schools (one of with is water magic). You can for example, summon water elemental as units or even commanders, forge items that allow your whole armies to walk under water. Cast powerful spells that submerge whole battlefields under water etc...

If you want to check out just some of the things you can pull off in that game see the wiki ->

Not sure how you feel about gachas or the aesthetic but Genshin Impact has a whole set of characters in the "Hydro" and "Cryo" classses and lets you power their abilties up with gear. Obvious downside is that you have to gamble for those characters (except for an okay ice/sword user) with in-game currency but the visuals are pretty great.

Dragon Age Inquisition has ice based magic talents I believe. Not sure about the others.

Kind of cheating and old but Infamous 2 let you spec into an ice power tree iirc.

gog, you say?

related to heroes series, had water magic.

wizardry 6-8 have water sphere of magic.

d&d/ogl games should have enough cold-based spells (with a chance of a few unfrozen water ones, and acid if you're inclusive, but chiefly cold/ice) as an alternative to fire and lightning to fully deck a wizard with them. neverwinter nights series ( , , plus mods with races tied to water element), infinity engine games (bg, id and the sequels), temple of elemental evil, etc.; knights of the chalice 2 and low magic age on the ogl side.

arcanum has

note: for the classics, don't be afraid of grabbing some community mods (such as for toee). they usually provide important bugfixes and quality of life improvements.

gothic series has a joinable faction of water mages; their spells are mostly ice-themed.

ice-themed water school in two worlds (and i think also actual water in the sequel?), although the game is rather average

throne of darkness - water discipline with 22 ice and water skills/spells.

ice-themed spells in and .

in at least some of soldak entertainment's games.

in warlords battlecry series (with one spell to summon rain)

fell seal's elemental classes have access to water spells. there might be a water class in one of the class pack mods, but idk.

bluebyte albion's that one of the party members wields has a set of overpowered frost spells (meaning you'll be using them 90% of the time).

not fantasy, underrail has some

i don't remember if earlier rad codex's games (steam/itch.io) have any water spells or just ice ones (ice is important though), but horizon's gate has a lot of water and sea-themed stuff in addition to ice ( ). his latest kingsvein makes ice rare for lore reasons but there's still a desirable ice-focused class and .
what's more, his games are good at making you feel cooler than usual because skills/spells can be used outside of combat for puzzles, exploration or just ambushing your opponents.

free: 's sorcerer class has access to water & cold/ice spells, and iirc it had a menu for renaming spells (heal wounds? surely you mean healing water)

adult:
portals of phereon - ice and water skills and spirits, evolution mc can transform into something watery.
divine dawn - water element with hydromancy and cryomancy schools

i remembered a few more.

rage of mages series has water magic. in the first game one of the heroes you can start as (or meet later) is a water mage, and in the second you can select water magic at character creation.

lords of magic - water faction with water spells; your leader can be a mage. air faction has a few ice spells but not enough to stand on its own (but i think you can research them if you capture the air faction)

etherlords series, possibly, maybe. i think one of the factions was winter-themed and leaders are summoners (magic the gathering style).

civ4's fall from heaven 2 mod and its modmodmodmods ( ; from what i gather, extramm is balance/ai, magistermm is lore improvements, ashes is quantity of content, mom is changes/improvements to ffh's magic system). there's a pirate civilization with water mana and another with ice mana (that in modmods can summon an even more ice-themed civ you can switch to), both with spellcaster units.

free: has as one of the furies/elements

dipping into japanese market, tactics ogre games have multiple magic classes, water spells and water element affinity

Damn that's a lot of oldies, some of which I was already aware of. I'm not really looking for pre-2010s games, but I will look into the Spellforce games, thanks.

Archmage Rises has frost magic
-This game is a rough diamond, however it suffers from a very long development cycle since it has a complex sandbox structure.

Enderal has frost magic
-Skyrim free total overhaul mod which story is way better than the main game

The Iron Oath has a dedicated spellcaster class called "Icebinder"
-It is a Battle Brothers inspired game where you lead a party of mercenaries

Outward has frost magic
-It is a open world game where travelling from point A to point B is a challenge by itself

Risen has frost magic
-Gothic spiritual successor

Tyranny has frost magic
-Typical crpg game, however this time you are working for the evil empire which has already conquered the world

does it come with (that's what i'm used for such cutoff points to mean) or is acceptable?

for something to check out in a few years, stoneshard should have cryomancy skill tree implemented eventually.

I have ToME and sadly there's no dedicated water class although there is an unlockable frost/ice skill tree iirc.
addons is where half the fun's at:
(water elves with water racial skills) (ice mage)

I'd say graphics is the least of it, my main misgiving is the horrendous levels of RNG in old-school RPGs and roguelikes. I like more deterministic mechanics, or otherwise the RNG being flattened out by frequency of rolls. Playing a Frost mage in WoW right now and I'm happy with that, and it's only one of 3 relevant specs, so I'm well served here. From what I've seen, Stoneshard is another one of those games with potentially annoying RNG. Most turn-based RPGs with dice rolls are going to be problematic for me.

I have nothing new to add, but I forgot to mention about sf1, the game lets you dip into many skill trees and it's tempting to grab this and that and these too, but don't spread yourself too thin (like multiple magic schools and also wanting to do well in melee and wear best armor). you'll be able to get till around mid-game like that but eventually the power growth of the enemies from mission to mission will be too much for your underleveled skills.
