I remember seeing a video of the game one time and could never find it again and now it's bothering me.
Silver/white hair female protagonist, I don't know for sure since I only remember two scenes (2d and non-animated), but both of them involved mind control and (I presume) the main antagonist. Setting definitely isn't fantasy and seemed to be in a city though I do remember there being dark colors.
