Swap region and locale settings to japanese from time and region settings and reboot the pc.
Then the game works.

Instead of doing that, you can just use Locale Emulator.
You must be registered to see the links
It works as good as changing your system locale, but without doing that. Hell, after the app is installed, just right click the EXE file of the game and select Locale Emulator and Run in Japanese (or some other language you need).

The game executable is 64bit, Locale emulator cannot be used on 64bit unity games, just like it can't be used on 64bit version of winrar.
Changing locale has absolutely zero negative impact on your pc.
Locale + actual ISP connection can impact access to some content while the the language is for your comfort and ability to interact with your system.
