Trying to find a game that was a sandbox game where you could work and visit different stores around your city. There were packs of cities you could download if you wanted to download a different place close to you. It had different storylines or you could just roam and had a pretty active mod community. I thought I found it on itch but I'm not sure and have been totally unable to find it now.
