The dev posted the whole situation here a while back, I think the artist was busy for a while then the dev decided to start over and do stuff better, but that turned into a lot more work than he anticipated (hes self-taught). You can believe that excuse or not, doesn't really matter.

The artist is active on the discord and actively being commissioned to make new art for this game so, that's where we are now.
