Not necessarily. It could be a number of things, but not guaranteed to be a bug with this version.
It could just as easily be a driver issue, especially with the limited information you've given.

Ah, OK. Either a save loads at the desktop and the menus don't work, or things work, I sleep, wake-up at the desktop, and the menus stop working.
