What could be the reasons for the author not wanting a real human penis, such as when the player assumes a male gender, to be one of the "props" to use?
'Cause patron really don't like any "taboo" tags, such as beastiality implied tags. Any human tags combined with (non-humanoid) monster-fucking tags results in removal....... if they get to it but they've really lazy on that recently, so who knows.
How do you change their forms in the 0.38 version. Like how do you make them futa and so on ?
Pick a character, hit the "body parts" tab on the right (the one that looks like a real heart), and it will open a menu with all of the body adjustment options. Here you can change what parts the character has (male/female/futa), toggle on or off crotch tits for one or all characters, change the sensitivity values for specific parts (and some parts have extra options like tit size and such), and at the bottom is the option for body types (Mare/Stallion/etc.).
You can mix and match a lot of those options to get exactly what you want with most of the characters. Though the newer additions like the griffons or dragons might have less options added and the whole thing might be a tad buggy since this was the newest wip before Levy realized he would have to rework the entire codebase, so some things probably don't work as they should or have bugs that never got fixed.

Probably referring to cutting out the kids, dropping the non-con aspects of the game, and dropping incest, with plans to eventually drop MLP as a whole after this.

Although, he said on stream the effect these decisions will have on this specific project of his are almost negligible, and that, even if the objective is to shy away from more unethical fetishes he's not gonna put any restrictions for the people who wish to use his project as a base for that type of content. Also, something I was initially worried about as well, it sounds likely that small body sizes are probably gonna stay, they'll just be approached from a different context, in order to not glorify the more untasteful implications.
