Family, Friends and Strangers is a kinetic novel that involves cops abusing their power in that Shoplyfter kind of way. The MC isn't one of the cops, but the cops eventually start grooming him to follow in their footsteps.
News Desk isn't exactly like what you're describing, but it is the kind of thing that people who like what you're describing would probably also enjoy (a news anchor digs up dirt on his female coworker and uses it to get power over her).
Lab Rats 2 is my favorite game involving uneven power dynamics. You play the boss at a pharmaceutical lab; the main point of the game is making serums that have various transformative effects on women, but you can hire women and do stuff like write them up for infractions, and then administer sexual punishments. Or they ask for a promotion and if you refuse, they'll offer sexual favors to sweeten the deal.
And just for the sake of completeness, I'll mention that
False Sense of Security is basically "Shoplyfter: The Game" (using images and clips directly from that exact video series), but the mechanics of it are so barebones and pointless that you might as well just watch the videos.
