The character is Chiori from Genshin Impact. Sora is the given name of the person who voiced her in the video.

There's no official information yet about Furina (or, at least, not available for unsubscribed viewers), but judging from previous patterns, she'll probably be animated soon enough.
Shaggy doesn't seem to have posted the result of October poll yet so we'd have to wait for it, I guess.

Latest batch of information:
- Furina (from this preview) will replace Nilou for the second animation of October due to technical issues (voice over not received). The video is planned for October 30th.
- The previously mentioned Nilou animation for October should be available in November, so we should technically get both Nilou videos next month if there's no change in the planning.
- Ganyu won the poll and will be animated in December.
