Sensepirational is correct you have to look at who he is and what he does to determine who muscular he she be.
Just because he lifts weights doesn't mean he is going to bulk up. What other activities does he have.
Up till I was 35 I lifted weights 4 days a week. But I did 2 to 3 hours of martial arts every day ran in the morning and biked in the late evening. I also worked and went to school. The point being I didn't look big and I was a lot stronger than I looked.
If the person has a high carb and protein diet and just lifts a lot of weights yea they can look strong but and even lift a lot but they aren't necessarily going to be quick or even really capable of making good use of it other than that limited activity of lifting.

So ask what he is supposed to do and then find out what it would actually take to get there.
