What do you mean Dora is long time I have played both ways getting her pregnant before the move and waiting until her first ovulation after the move and both seem to be in line with the 20 day birth, there can be couple day delay if more that one girl is due around or at same time
I believe this is the problem with Dora (it will be fixed in version 0.20.0):
5i. Dora's first child's birth will no longer be delayed because she has to buy her clinic – 100% completed.

Did this always happen don't think I ever had big delay unless I just didn't pay attention to amount of time that went by
If you give money to Dora while she is still pregnant with her first child, the game will not let her give birth until she purchases the clinic.
In your playthrough, she may have given birth before you gave her the money, or you managed to buy the clinic quickly.
