Nobody cares. Sometimes Devs are so stupid to put a >18 flag into their Games but even with 0 renpy experience you can change it in seconds. Its just a number and it makes no difference since the Game doesn't change based on what number you type in.

Yes, it is in fact desirable behavior. Modification of games with or without the main developer's blessing are encouraged. That's why there is so much MTL garbage in the games forum, even though no one wants it.

I assume you are thinking about Rule 7, regarding underage content:

Their question may not be tasteful to some, but it doesn't violate Rule 7.

If this were asked on your Patreon or Discord - it would be different, because the rules of those sites consider age as a parameter, not merely appearance.

Yes, underage content is not allowed on F95 (rule 7), but he's not violating it by just asking. Tell him no, and move on.

Depends on the Game of course. When I did it I unpacked the Game and changed the numbers in a variables.rpy. Sometimes you can just edit the script.rpy.
