I don't do VN, so the only game on F95 i think i've come across that has SPH without requiring transformations or sissification is Degrees of Lewdity. Though, it's just in some of the dialog and isn't a focus of the game. I have my complaints about the game though and it's not worth going through the trouble just for the SPH content. I haven't played too far into it because i don't enjoy the game.
These are the two ways i've discovered to come across SPH in DoL. 1) During one of the health classes, the boys are called to the front of the class for a penis measurement (rare event). You'll just get a few comments from the girls but that's it. 2) During "combat" if your assailant pulls off your clothes and sees your small penis, they'll make a comment. In both cases, there's a pool of comments that the game randomly picks from and that's all you'll get. You don't always get a good SPH comment though, sometimes they're just "confused."
