That's correct - Steps of Debauchery is a one-time purchase.
Note: Future Christmas DLC will need additional one-time payment as well (unless you don't want to buy it).

Yes, bonus content is paid DLC, Christmas DLC is going to work the same way - those are additional things, you don't need them to play base version of the game, but if you want to get access to everything then you need to buy them as well.

It doesn't update automatically but you'll get a notification on Steam saying that an update is available.
