Most probably you need to build more locker rooms (as I see you only have one, you can build up to 5).

In the main page of the Club Management, below the Chart button, you see your employe count (like "Employees: 21/26"). Are the two numbers the same? If so, you need to build more locker rooms; every new locker room makes your total employee cap bigger by 12.

With the console yes. If you type "cheat help" it lists helpful commands. One of which is for laws, which if I recall is "cheat enable_law" followed by the specific law, such as "cheat enable_law topless_allowed". There's a list of all the law types and their respective commands in the text files in the games data folder.
