They are required by Japanese law - and there was no de-censored version ever made - so......

Actually that depends on who makes it. Some companies just stick the mosaic there without anything under, cuz why bother creating something no one can see, some doesn't.
Pretty sure they keep uncensored stuff to themselves as well, I would.
But unless it gets an official release here in the west where they want no censors, you will never see it uncensored, some games get fan made decensor patches, which are way worse than the censors in the first place.
