hhhmmmm, try changing your system to japanese, and install it on a short folder path like "C:/Illgames/digital craft"
Does it shows any box or screen telling an error or anything else?

At this point, I wish someone would provide a download link for the full game with applicable mods like the personality pack. I've scrolled through this thread and followed a number of steps and then have had issues like:
1) game crashing on startup (incompatible settings/installations)
2) game loading but without mods present in game
3) SOME things working (managed to get the personality pack working once) and other things not
I don't know exactly what I'm doing wrong and of course I imagine it'd be a hassle for someone to walk me through every single step to ensure I get the most I can out of this game, so I think it'd be helpful to the community as a whole if there was a fully compiled version of the game that could work.

Mod is very personal choice. What other people chose to mod might not suit your taste, and because some mods conflict with other mods there won't be a "every mod installed" game pack. You HAVE to choose and do the work to mod your game yourself because your taste will differ with other people.
Just download the base game, download the manly marco HF-Patch and install the mod you want, it's not getting easier than that. You only need to read the readme text to know if you install the right game version for the HF-Patch. If unsure just ask here and people will help.

Because the game has some nasty telemetry, the version you've downloaded is pre-patched. The patch stops the game from spying on you, but it also disables in-game downloads.
Use a browser instead with the URLs listed by AbyssNova above, and place the downloaded characard PNG images under (gamefolder)\UserData\chara\female manually. After that they will work as if you'd have downloaded them in-game. (Bonus, now you have lot more options than what the sv-uploader.illgames.jp/characters site could offer. For example db.bepis.moe already hosts more than 2000 characards not available with the in-game download.)
Not every card uploaded on pixiv goes to bepis, but at least the later is easier to search tags and exclude gender
Yes, what I wanted to say is, in-game download actually uses sv-uploader.illgames.jp/characters so they have exactly the same cards; all the other links (pixiv, bepis, etc.) are a bonus. Some cards might be available on multiple sites of course.

I appreciate both of your help in addressing my situation, turns out it's not worth bothering with at all. Had a feeling SVS would not run well since this laptop can barely handle AI Shoujo on the lowest settings, but wanted to give it a try anyway since it looks like a way less intensive game in terms visuals and things happening under the hood. Not the case; loading even one save file takes 20 minutes, arguably more. I could accomplish multiple hunts in Monster Hunter in the time it takes for this thing to load one SVS file. Even AI's save data loaded faster than this.
Wasn't a complete waste of time though. It's thanks endeavour I now have card websites to pull from, along with discovering that HF patch 1.10 is out since I haven't been to this specific thread in a while, so I have things to update when I eventually return to my desktop.
