Do a count of all the female characters, in the game. Only 14/44 or 32%, can get pregnant. That is going by v20.16
In v20.16 those listed below, couldn't get pregnant:

If you are playing the tech up version you can't they are not in the game yet. Only way to get most of them is to play the pre tech update version.

What vest bug? screenshot(s) would be helpful, too. And which version are you playing, v0.20.16 or v21.0.0-wip.5091?
V0.20.16. AND THE MAIN STORY KEEP GOING BACK TO THE POINT WHERE I SHOULD BUY THE LUE CAR AND I NEED THE VEST TO CONTINUE THE STORY .BUT IT'S NOT IN THE OFFICE BECAUSE I ALREADY TOOK IT THE FIRST TIME I PLAYED THE QUEST

You can unequip items in the cheat console by clicking on the wifi symbol of the in-game cell phone. However, make sure you have good saves in case you screw something up.
It's been over 3 years since someone mentioned this issue and it's usually because they picked it up too soon. Hopefully resetting the vest will fix it for you.
If not, you'll need to go to an earlier save before you first picked it up.

I had retrain myself after years of playing RPG's an picking everything I could. That got in me trouble with AVN because in the vast majority of them if you get item too soon it bricks the game.
