The only way to raise the base stats is through High Intensity Training at The Initiative. I don't recommend working on them early in your career -- the influence costs look OK to begin with, but quickly grow into a huge sink. I tend to get a single point before completing all power purchases -- the largest competing influence sink -- and then turn my attention to stats.
You need mind control. The crit on that job let’s you mind control her. The second mind control rank let’s you get a blow job the third you can fuck her. Also if you get her quest on tuesdays when the club Meets if you have control over her billy uses her to entertain the boys.

The difference between Mind Control 2 and 3 is the max amount of control you can have (60 and 100, respectively) and access to more advanced mindcrafting options.

I think the person knows the dev isn't putting the gallery back in, but there's a few people out there who have entire patreon accounts making mods that add a gallery to games that don't have them. It's not out of the realm of possibility.
