Likely that they're a supporter of the game, so they haven't downloaded the new game version yet from patreon. Before you go begging for them to share it, it's likely buggy and we'll end up with people complaining for pages and pages again if the mods put it in the first post.

But yeah, as you say, the test builds are just that, test builds. Unless bughunting is your jam, stick with the latest public one.
Granted, the monthly builds are usually playable through the bugs, though 09 had a couple that were bad enough to warrant a hotfix a couple of days later. So anyone who gets their hands on 09 and wants to use it for playing is in for a rough ride, unless they know enough to stay clear of the game breaking bugs.
I'm stuck on Alison quest, can someone pls explain to me what to do next without spoiling too much(after i discovered glory hole quest)
Assuming you are playing the public version (the one from here), then you can't progress it, it is just a placeholder.
I don't think the Patreon version has more content for Alison. AFAIK the current dev cycle focuses on the Sweet Girls. You'll probably find more information on reading the patch notes for the Patreon versions.
AFAIK you can find that either via scavenging or in one of the random shops on the market.
