These kind of games that are simple concepts with limited scopes are good for starters. It's easy to plan something small and if that works, you can expand. Maybe focus inside the chapel at first.
RPGM is easy to use for an RPG like Pokemon, but implementing custom stuff/changing UI might be tricky. Unity for management is better and feels even more important than the RPG aspect, but it requires a lot more work as a whole.
I wonder if something like Renpy would do the trick, used like in "Witch trainer" or "Princess trainer" by Akabur, the UI and objects are clickable images/buttons, and for a simple management game, that doesn't need to move the camera, would work, it's designed for visual novels, and it's fast to build, you can't move the character around or have easily combats tho. But many times I consider a drawback having to go around and explore in some games, there's not much to gain and wastes quite a lot of time.
Unless during exploration you could order some insects to take control of people around... something like that, there must be some good reason
Random thoughts:
-[For a scene] If you want something from a powerful guy, a woman with insects inside can lure him, and while fucking she might have an insect with sharp teeth inside her pussy, those teeth would grab the dick, can't get it out without destroying it, and now if he tries to harm the woman to escape, the insect would chop his dick off. It has been probably done before.
-Insects around the organs feel kinda weird to me. Usually uses the holes + perhaps tits. Going further feels like gore to me which some people like but... idk.
-The goddess of fertility could grow a dick to fertilize some woman when needed... (I like futa, I wrote a comic of peach growing a dick XD)
