This is clearly a glitch, it should not be, I had different glitches from editing saves.

Not really. You can force-power level through the first week to max out most of your stats, money and gear but beyond that most of the quests are locked to "1 tick per three days" rate and you need about 10-12 ticks to advance each step (and there are a LOT of unnecessary filler steps)
