The harem choice is limited to the main LIs. You won't get every girl in the game in the harem. Some of the other girls will have fun with the MC, some won't. The main LI's will want to be apart of your harem unless you piss them off too much then they might all tell you where to shove your harem. They will never leave you though. I can't say much more than that as it would spoil the story.
