HHS+ uses the same system, Kisekae Paper Doll. The actual scenes in that game are random hentai pictures though, the dolls are only used for the general game interface. I'd guess that this game does the same thing. This system essentially uses images laid over one another to create a character.

Flash died but that was the original site where these characters come from. You can still download the SWF and then load it in a standalone Flash player, or look into SPNATI.

This now has a 0.2.0 version of the demo with a bit more content available on the Itch.io page for free in anyone's wondering.
