I believe so yes the law doesn't cover personal possession just possession for the purpose of sale, distribute, or public display, though I'm unsure whether or not Japan has any similar regulations regarding the import of adult material, if they do then personal possession of uncensored porn would require self production or breaking another law to obtain it.
