I didn't know what this was. Here are my findings after some research. She was made by some third party. Some twitter kids posted her and passed it off as official samsung mascot or something. It went viral. People got horny. I don't think this meme is even a month old, but it already has 40 pages on rule34 lol. That's more than a lot of popular characters.
