I'll drop a final post on what I think could have been done better with the introduction of Lucy.
In terms of Lucy, use Megan as the leverage point between them. Have the MC show up there and get absolutely fucked up, put in the hospital etc. As previously noted, gives a convenient excuse to have the girls care more for the MC and whatnot.
Afterwards, MC being in contact with Megan again, have her try to sort out/investigate the mess. Lucy, at this point, would best work as someone who has worked for Megan before in some capacity, but without Megan knowing that Lucy is connected to the gang. Megan finds out who messed around with the MC, puts pressure on Lucy in turn.
This gives you a way to balance out the situation with Megan being an equalizer, because the thing that makes the Lucy situation shitty to begin with is the massive difference in power dynamics. She's in a gang that - apparently - has no issue killing people and MC is just a kid that's decent at stealing. There's no way to make this work without, as previously noted, either the MC looking like an idiot or the gang.
Having Megan there evens out the power dynamic, ties up Lucy/the gangs hands so that they can't really get to the MC, which in turn makes the situation feel precarious but still leaves room for MC and Lucy to interact, and also makes the gang seem like a threat at that point. From there on you can work towards whatever you want Lucy/the gang to be for the MC.
The vast majority of the time when devs are dealing with organized crime or violent crime syndicates is that they often overlook the importance and influence of power dynamics, that also extends to if you're doing any sort of dom scene with a large difference in power dynamics (i.e CEO to random office worker), getting that balance wrong ends with it just feeling bad more often than not.
It's up to you if you care at all, but I'd much rather outline what could have been done better in my eyes than just assume that it was kept in mind during the design of the game.

As i said: No harm done - not everyone likes everything - that's fine. But just leave then and let others enjoy the game in peace. What you call "dumb plotpoints" might be some crucial stuff for the whole story.
There are already SEVERAL small hints placed around the story which might have been unnoticed for now, but it all will eventually come together - sooner, or later.
