This is due to the unclear criteria of which people use to determine whether or not a person is a tomboy or not.
Commonly, there must be at least one of the following criteria:
- A masculine demeanor
- Masculine identity or expression
- Participation in masculine activities and hobbies
The definition is very unregulated and is usually applied to any woman who presents themself in a generally masculine manner.

Tomboys can be any woman who fit one or more of the criteria listed above. It boils down to the definition of an individual with whether or not a woman is a tomboy or not. Some will only consider short haired, masculine, rambunctious women to be tomboys, while others will be looser with the definition.
