You need to unlock this option through research first. After that, in the top-right of a training interface, there are hexes where you can add modules.
As a person with an ultra wide monitor, the GUI elements need to have a size limit based on the smaller of high v. width. My screen is 3840x1080 and the bottom half of your GUI goes of the bottom of my scree. I have to play at a max size of 2560x1080 to keep everything on screen.
