Yes there is, in the opening post there's a GDrive or MEGA link to the patch. You need to join UMLF to view and use they're links just like you do here.

How to activate the translate?

It was explained in the thread, but you have to unpack the games .rgss3a file to get at the files the patches replace. There a thread with the tool you need and instruction on what to do here.
